A category cell is blank for my target college. What does that mean?
It means no seat was allotted in that category-quota combination in that round, either because no seat existed there or no eligible candidate took it. It does not mean you cannot get that college; you may still qualify through the OPEN column, since reserved-category candidates are considered for OPEN seats on merit as well.
